Review & Development of PRSK 3-Year Strategic Plan (2027–2030)

The Public Relations Society of Kenya invites qualified consultants and consulting firms to submit Technical and Financial proposals for the development of the Society's next Strategic Plan.

Summary

Founded in 1971, the Public Relations Society of Kenya (PRSK) is the recognised umbrella body for public relations and communication practitioners in Kenya, with a mandate to advance excellence in the practice. PRSK has over 14,000 registered members drawn from government, parastatals, state corporations, corporates and SMEs.

PRSK implemented its first Strategic Plan covering 2018–2022, which focused on establishing structures, systems and procedures for effective service delivery. The Society now seeks a qualified consultant to facilitate the review and development of its second Strategic Plan for the period 2027–2030, aligning it with the vision, mission, core values and objectives of the Society.

Scope of Work

  • Review the current Strategic Plan 2018–2022 and document key achievements, success factors and implementation challenges.
  • Assess the Society's operating environment and outline current and emerging operational challenges.
  • Identify new and ambitious goals and objectives for the period 2027–2030.
  • Develop the Society's strategic model, including its entities.
  • Develop the strategic implementation and coordination framework.
  • Review the current organisational structure and mode of operations for effectiveness.
  • Consult with PRSK Council, Management and stakeholders to set priorities for the next plan.
  • Facilitate a two-day strategic planning workshop for staff, Council and selected stakeholders.
  • Draft and finalise the Strategic Plan, incorporating input from Council, Secretariat, stakeholders and partners.

Deliverables

  • Inception report detailing methodology, approach and timelines.
  • Needs assessment report covering internal and external factors.
  • Two-day strategic planning workshop for PRSK Council, Secretariat and Committees.
  • Revised Strategic Plan 2027–2030 (professionally designed, print-ready) in Word and PDF.
  • Implementation matrix for the three-year strategic period under each objective.
  • Annual work plan for the first eighteen months.
  • Final consultancy report covering activities, workshop highlights and evaluation.

Eligibility Requirements

  • Demonstrated expertise in strategic planning, organisational development or membership body management.
  • At least three (3) completed strategic planning assignments of comparable scope within the last five (5) years.
  • Lead consultant with at minimum a Master's degree in Strategic Management, Public Administration, Business Administration, Communications or a related field.
  • Team with demonstrable experience in stakeholder engagement, facilitation and report writing.
  • Certificate of Incorporation/Registration (firms) or proof of professional registration (individual consultants).
  • Valid Tax Compliance Certificate.

Evaluation Criteria

Proposals will be evaluated on a Quality and Cost-Based Selection (QCBS) basis. Only proposals achieving a minimum technical score of 70% will have their financial proposals opened.

How to Submit

Duly completed RFP documents, in a plain sealed envelope marked: "REQUEST FOR PROPOSAL FOR CONSULTANCY SERVICES FOR THE REVIEW AND DEVELOPMENT OF THE STRATEGIC PLAN FOR THE PERIOD 2027-2030", should be delivered to PRSK, Wu Yi Plaza, Wing B, 2nd Floor, Galana Road, on or before 12th June 2026 at 2:00pm.

Tenders must be submitted in two separate sealed envelopes, clearly marked "TECHNICAL PROPOSAL" and "FINANCIAL PROPOSAL" for consultancy services to undertake the review and development of the strategic plan for the period 2027–2030.
